Research on Theoretical Explanation and the Rules for Use of
Public Libraries in Response to Readers' Deviant Behaviors |

Abstract Based on the research perspective of German administrative law, this article takes the public library's response to readers' deviant behaviors as the research object, and discusses legal issues such as the definition of the administrative subject status of the library, the choice of the public law model of the relationship of utilization between the library and the readers, the public law attributes of the library's response to readers' deviance, and the improvement of the rules for use under German law the theoretical framework of public institution. It points out that the public library is a public institution, and the public power of certain administrative acts is given by the public library law; the public law attributes of the library's response to readers' deviance. In order to protect readers 'constitutional basic cultural rights and prevent the abuse of public power of libraries, improving the rules for use of public libraries to deal with readers' deviant behaviors is particularly necessary for the construction of the rule of law in our public libraries.
