Abstract：As thought base supporting scientific decision-making, think tanks play an important role in national governance. In the new era, think tanks are facing more challenges. Compared with other think tanks, university think tanks have the advantages of focusing on scientific and technological research, integrating interdisciplinary and sufficient human resources. But university think tanks exist the disadvantages of insufficient influence, communication and operational efficiency. In order to give full play to the role of university think tanks, this paper proposes to build a collaborative intelligence system oriented to the value cocreation of think tanks, to analyze resources, organize elements, build industrial model coordination and guarantee mechanism, so as to promote the development of universitity think tanks in China.
