Abstract: It is an important social responsibility of university library to guarantee the disadvantaged group to enjoy equal rights and interests of information culture, it is of important practical significance. However, there are some challenges such as lack of standardization in policy support, lack of inclusiveness in service concept, lack of direction in service orientation and lack of innovation in service channels. It is necessary to further standardize the service system, perfect the service standard and management, innovate the service idea, deepen the connotation and mode of service, make clear the service orientation, explore the target and content of service, unblock the service channel and optimize the tools and means of service.
