Using the network survey, this paper investigates the emergency management and service of "Double Firstclass" university libraries from official website and WeChat, investigates the current situation of its organization and department responsibilities and services during COVID19. This paper analyzes the existing problems, and puts forward suggestions on the construction of emergency management and service ability system from the aspects of strengthening the construction of emergency management system and capacity of university library, establishing emergency management and service information database of university library, speeding up the construction of digital collection and building mobile reading platform.
