This paper constructs the collaborative framework of university library participating in the construction of campus red culture from the two dimensions of internal and external forces of library. From the perspectives of atmosphere construction, subject research, resource system construction, activity brand cultivation and space creation, this paper constructes the content system of university library participating in construction of campus red culture, and it is called "Four One Projects", specifically, it involves research on red culture, constructing a red culture literature information resource system, cultivating a red culture activity brand, building a knowledge experience and shared space of red culture theme. It is pointed out that these elements have internal logical relations of internal and external coordination, up and down linkage and mutual promotion.
