Abstract

The transformative use rules provide greater inclusiveness for the use of works by libraries and create new legal conditions for the diversified development of digital libraries. China's library community should pay attention to the development trend of the transformative use rules and actively explore the ways to avoid the risk of infringement liability in the construction of digital libraries; On the other hand, carry out basic business and digital information service practice with a certain form and content for the purpose of transformative use.
