The article explores the new development of the concept of information literacy in the context of excellent education, analyzes the connotation of information encounter ability oriented towards subject integration and innovative learning, and its role as a link in the cultivation of information literacy in university libraries embedded in excellent education. It also proposes strategies for cultivating information literacy in university libraries oriented towards information encounter, which are to enhance the guiding awareness of information encounter service ability, adapt to the changes in the integrated organizational structure based on the new knowledge management model, focus on interdisciplinary and cross institutional "knowledge+" services, and strengthen collaborative information literacy training oriented towards solving unknown problems.
