Abstract

 Digital government development has been increasingly highlighted in recent years, but it is imperative to evaluate and improve its effectiveness. This article explores the measurement and evaluation of digital government effectiveness, and reviews related theories, methods, and applications. It reviews the existing literature and proposes the theoretical framework to evaluate digital government effectiveness through threehighs: highquality of life for citizens, highquality of development for businesses, and higheffectiveness governance for governments. It discusses the approaches and methods, key difficulties, innovations, and expected goals to do the research.
