Abstract
The article is based on activity theory from a multidimensional dynamic perspective to analyze the five major activity elements of public library national digital literacy education, including subject, object, community, rules, tools, and division of labor, as well as the system structure divided into four subsystems: production, sharing, communication and cooperation. The article examines the practical difficulties and proposes ways to promote the improvement of national digital literacy education in public libraries in China: strengthen resource construction and improves service quality; strengthen the cultivation of librarians internally and enhance publicity and promotion externally; strive for government support to promote and leverage the guidance of professional organizations; continuously carrying out crossborder cooperation, optimizing community operation and management.
