本文旨在解读计量潮下科学评价趋向，其中以《计量浪潮：研究评价与管理指标作用的独立审查》报告为背景，阐述了欧美基于计量的科学评价政策及英国REF2021的基本元素，同时，以科学共同体的“拟态”现象为例，剖析了计量潮下科技政策、科学研究、科学评价、科学共同体的互动影响关系；在此基础上解读了《莱顿宣言》等科学评价原则的思想精髓，从而指出了计量潮下科学评价的精确化、民主化、责任化、多元化等趋向。

This paper aims at reading scientific assessment trend under the metric tide, under the backgound of The Metric Tide: Report of the Independent Review of the Role of Metrics in Research Assessment and Management, expounds the metricbased scientific research evaluation policies in Europe and America and basic elements of REF2021 in Britain. And taking "mimicry" phenomenon of scientific community as an example, this paper analyses the interaction of science and technology policy, scientific research, scientific evaluation and scientific community under the metric tide, interprets the essence of scientific evaluation principles such as the Leighton Declaration, points out the scientific research evaluation trend of accuracy, democratization, accountability and diversification of under the metric tide.
