Abstract：Based on the elaboration of the concept, structure and dynamic mechanism of the government's open data ecological chain, this paper establishes the function orientation of the library on the chain. The library service innovation on the ecological chain of the government's open data is discussed from three aspects: culturing the data users, participating in the open data management, publicizing and promoting the open data. From strengthening the research and application of the library function orientation theory, enhancing the library 's evaluation of the government 's open data and establishing the coordination mechanism of the library and other members on the ecological chain, this paper also expounds the perfect strategies of library service on the ecological chain of the government 's open data.
