    The article is based on interactive perception, experiential immersion and ecological community characteristics of IoT scenarioized reading behavior in the metaverse, constructs and tests theoretical model of IoT scenarioized reading behavior of metaverse. The formation mechanism of IoT scenarioized reading behavior of metaverse is studied, and its differences from ordinary network digital reading behavior are analysed. Then this paper proposes promotion strategies for IoT scenarioized reading behavior of metaverse: establish a willingness guidance strategy for users to perceive cognition with spatial usefulness perception as the center, construct an information chance interaction triggering strategy with interactive experience immersion as the core, design a community reading leader training strategy based on the community ecological environment.

    The article points out that algorithm governance is the core paradigm for achieving virtual real isomorphism in library governance from the perspective of value analysis, a dual leap in library governance tools and governance values, and a leapfrog transformation in library governance mechanisms. Based on the three dimensions of relationship mechanism, development process and essential meaning, this paper analyzes the connotation of library algorithm governance, explores the practical mechanism of library algorithm governance including code rule management, algorithm decision control and algorithm risk regulation, and proposes corresponding guarantee mechanisms, namely building platform based organization, regulating the rights and responsibilities of algorithm participation in governance, and balancing the relationship between data utilization and rights protection.

    This article elaborates on the guiding role of the Planned Behavior Theory in the red culture webcast reading services of university libraries, constructs a logic of university library red culture webcast reading services based on identifying demand attitudes, stimulating subjective intentions and controlling interactive behaviors. It also proposes strategies of red culture webcast reading services of university libraries: on the basis of "demand attitude", establish user profiles to enhance deep user perception; using "subjective intention" as a lever, internal and external collaboration construction to motivate the endogenous reading motivation of users; taking "behavior control" as the driving force, technology empowers and accelerates the transformation of user's longterm interactive behavior.

    The article points out that the construction of diversified learning scenarios in future learning centers of university libraries should follow the principles of learner needs as the center, resource adaptation as the guarantee, multimodal mixed data as the support, and multiscenario continuation as the ecology. The design of diversified learning scenarios should be carried out from four dimensions: humanistic services, resource immersion, technological suitability, and spatial diversity. Based on this, strategies for constructing diverse learning scenarios in future learning centers of university libraries are proposed, which includes consolidating consensus to promote multiparty collaboration; integrating resources to strength service efficiency; innovating technology application to extend learning scenario; upgrading systems to improve data quality; and taking multiple measures to cultivate professional service teams.

    The article analyses related concept of the model of oral history libraries communities collaborative, and based on the workflow of oral history, summarizes six types of libraries communities collaborative models of oral history, and explains them with specific cases. In response to the problems faced by libraries and communities in carrying out oral history work, such as the selection of cooperation models and cooperation subjects, the division of rights and responsibilities of both parties, the evaluation of cooperation effects, and the lack of community resource experience, strategies for library oral history community cooperation are proposed, namely actively conducting research and investigating the situation of grassroots units; select the appropriate modes of cooperation based on the reality; sign a cooperation agreement and establish a cooperation evaluation mechanism; adjust support strategies and strengthen collaborative training.

    The article analyzes the practical content of smart data services in foreign university think tanks, and based on the lifecycle of library smart data services and the DIIS theory of think tank research, constructs a library smart data service system for think tanks. This system is powered by digital intelligence and includes four levels: perception acquisition, fusion processing, comprehensive analysis, and interactive services. Each level is interdependent and works together to support intelligent data decisionmaking for think tanks. Based on this, strategies of library smart data service for think tank are proposed: to promote situational awareness and enhance the driving force of intelligent data services; to integrate resource elements and build a smart data integration network; to strengthen the empowerment of digital intelligence technology to achieve full process intelligent data services; to build a data sharing platform to enhance the efficiency of smart data services.

     The article elaborates on the connotation, characteristics and significance for promoting national reading of the metaverse reading. The grounded theory research method is used to explore the factors affecting the information acceptance willingness of metaverse reading users, building a model of the factors affecting the information acceptance willingness of metaverse reading users covering four dimensions: reading information experience, reading information efficiency, reading information guarantee, and reading development expectations. Based on this, metaverse reading information service systems logical framework are constructed from the perspective of national reading, and practical approaches for libraries to promote the development of metaverse reading information services are proposed, which is to improve the toplevel design of metaverse libraries and empower metaverse reading; occupy the highland of talent team and develop metaverse reading; carry out diverse collaboration to assist in metaverse reading; integrate reading literacy and metaverse literacy education to promote metaverse reading; guide users to shift from information recipients to cocreators of brand value and promote reading in the metaverse.

    By constructing a user data lifecycle model for public libraries, this paper analyzes the text content of user information processing rules publicly available in provinciallevel public libraries in China, and compares them with the provisions on personal information processing in legal norms to determine and analyze the privacy risks in each stage of the user data lifecycle of public libraries. And this paper proposes privacy risk governance strategies for public libraries from the perspectives of users, libraries, and thirdparty institutions, which includes enhancing privacy literacy capabilities, establishing collaborative consensus among participants, constructing a controllable mechanism for privacy risks, and enhancing post disaster relief and disposal capabilities.

    This article uses website survey, literature review, and case study methods to empirically examine the current situation of graded digital reading services in university libraries in China. It puts forward problems of the construction lag of service standards, the rigidity of service methods, and the single interactive channel. On the basis of discussing the guiding effectiveness of the TRA model for graded digital reading services in university libraries, this article proposes corresponding innovation strategies: design adult graded reading standards and systematically explore user needs; grading stimulate the reading motivation of teachers and students, strengthen user digital reading identification; create an interactive reading consultation environment to gradually improve user digital reading literacy.

    Using the methods of network research, deductive induction and case analysis, this paper analyzes the construction content of the future learning center of university library empowered by education digitalization from three aspects: service ecology, value implication and governance paths, summarizes the construction practical mode of future learning center of university library in China, constructs the construction framework and puts forward construction paths of the future learning center of university library empowered by education digitalization: form the characteristic construction mode of education digitization of future learning center, explore the way of education digital transformation of future learning center, and clarify the development trend of future learning center through digital education policy.

    The article explains the mechanism of digital technology empowering rural public cultural services from three dimensions: grid digital systems, new public cultural spaces and data precipitation analysis. It points out that the process of digital technology empowering rural public cultural services faces challenges such as weak digital infrastructure, data heterogeneity, data silos, and excessive dependence on technology. The article also proposes corresponding optimization paths, which is to promote the construction of rural digital infrastructure and consolidate the development foundation; build standardized data governance system to enhance the efficiency of digital technology applications; improve the data sharing mechanism and promote the orderly flow of cultural resources; build decisionmaking mechanism that deeply integrates technological rationality and value rationality, demonstrate humanistic care.

    Taking 15 university libraries in Hunan Province as research subjects, this article investigates the literacy level of reading promoters in university libraries from six dimensions: professional literacy, reading literacy, knowledge literacy, reading promotion professional literacy, activity organization literacy and reader service literacy. It analyzes the existing shortcomings and proposes strategies for cultivating reading promoters in university libraries, namely improving training systems and enriching training content; establishing the concept of lifelong learning and expanding the theoretical knowledge structure; carrying out practical training to enhance professional competence; improving the assessment system and implementing dual incentives.

     The article elaborates on the copyright infringement characterization of Text and Data Mining (TDM) in various stages of data collection, processing and output. It analyzes the rationality of TDM and its legal dilemma in China, including the subject and purpose limitations of personal use clauses, the purpose and quantity limitations of appropriate citation clauses, the purpose, subject, and quantity limitations of teaching and research clauses, as well as the scope and purpose limitations of media and library clauses. Based on the regulation modes and characteristics of TDM copyright abroad, this paper proposes strategies for constructing TDM copyright rules in China, which involves selecting an appropriate TDM copyright exception regulation model, constructing specific TDM copyright exception rules, and clarifying the obligations of data content rights holders.

     The article is based on the composition of government open data stories and the driving factors of their value appreciation. It analyzes the economic process of the value appreciation of government open data stories and the correlation mechanism of data storytelling, constructs a model for the value appreciation of government open data stories, including data resource layer, basic description layer, associated data layer, story presentation layer, and user application layer, and explains its operating mechanism. Furthermore, it proposes strategies for the value appreciation of government open data stories based on correlation data, which adopts delayed security protection strategy, draws on adaptive dynamic link maintenance strategy, integrates multidimensional collaborative supervision strategy, and provides differentiated interactive service strategy.
