Based on a systematic review of the concept and framework of digital literacy, this article constructs a conceptual model with a digital literacy gyroscope structure for librarians and analyses its core elements and logical relationships based on the competency onion model and the librarian work field. In this model, the "tuoti" dimension maps the digital literacy of individual librarians, covering two major elements: latent digital psychological literacy and apparent digital skill literacy; "tuochang" dimension maps the digital capabilities of librarians in their work environment, covering two major elements: digital governance capabilities in internal library scenarios and digital service capabilities in external scenarios. Based on this, the development strategies of the digital literacy for librarians are put forward: cultivating psychological capital of librarians to improve digital psychological quality; cultivating application skills of librarians to improve digital skill quality; seizing the opportunity of digital transformation to develop the digital governance capabilities of librarians; focusing on digital service scenarios to enhance the digital service capabilities of librarians.

The article is based on the interpretation of the connotation of digital upgrading in libraries under the background of emerging technology development. It analyzes the logic of user integration under the digital upgrading of libraries from three levels:users, libraries and value. It points out realistic dilemma that the accessibility of "digital" is low, the highlevel needs of users are difficult to meet, the coexistence of "use gap" and "ability gap" leads to users being unable to integrate, unwilling to integrate, and unable to integrate.Targeted governance strategies for user integration under digital upgrading in libraries are proposed, which are to strengthen effectiveness, enhance the accessibility of "digital", and enable users to integrate into the library; implement precise strategies to enhance user engagement and make them happy to integrate into the library; education guidance, collaborative creation, bridging the integration gap, and enabling users to be adept at integrating into the library.

The article elaborates on the connotation, characteristics and significance for promoting national reading of the metaverse reading. The grounded theory research method is used to explore the factors affecting the information acceptance willingness of metaverse reading users, building a model of the factors affecting the information acceptance willingness of metaverse reading users covering four dimensions: reading information experience, reading information efficiency, reading information guarantee, and reading development expectations. Based on this, metaverse reading information service systems logical framework are constructed from the perspective of national reading, and practical approaches for libraries to promote the development of metaverse reading information services are proposed, which is to improve the toplevel design of metaverse libraries and empower metaverse reading; occupy the highland of talent team and develop metaverse reading; carry out diverse collaboration to assist in metaverse reading; integrate reading literacy and metaverse literacy education to promote metaverse reading; guide users to shift from information recipients to cocreators of brand value and promote reading in the metaverse.

This article adopts literature research, content analysis, and case analysis to elaborate on the concept and practical significance of evidencebased library science, constructs the operational process of evidencebased library science, and explains the operational process in conjunction with the evidencebased procurement project of Stony Brook University Library in the United States. Based on this, strategies for the highquality development of evidencebased library science are proposed: adhere to independence and innovation, and handle the relationship between inheritance and development in interdisciplinary integration; improve the quality of evidence and strengthen the library's awareness of evidencebased decisionmaking; emphasize the cultivation of evidencebased talents in libraries and enhance the level of evidencebased practice; strengthen the construction of evidencebased library databases and leverage the role of libraries as think tanks; keeping up with the times, actively learning and utilizing new technologies and methods.
