Based on the SSO theory and WSR system methodology, this paper adopts grounded
theory to identify the causal factors of personal digital hoarding behavior in
work contexts, constructs a mechanism model of such behavior, and applies the
interpretive structural model (ISM) to analyse the hierarchical relationships
and correlation paths among various factors, determine key elements. The
findings show that 18 factors which affects personal digital hoarding behavior
in work contexts are classified into five dimensions: physical stressors,
rational stressors, humanistic stressors, behavioral responses and behavioral
outcomes. Among them, data attributes and technological empowerment under the
physical dimension, organizational management and legal supervision under the
rational dimension, and data literacy under the humanistic dimension are the key
factors influencing personal digital hoarding. On this basis, mitigation
strategies for personal digital hoarding behavior are proposed: comprehensively
screening data quality and precisely controlling data volume; promoting indepth
technological empowerment and continuously improving work efficiency; reducing
organizational pressure and optimizing the organizational cultural atmosphere;
improving the legal management system and strengthening government supervision;
and enhancing data literacy and boosting comprehensive professional
capabilities.
